What is the correct enclosure volume for this 4 layer driver with a passive radiator?

You could use about 1.0 to 1.25 cubic foot with the passive. No additional weight needed. The 2-lay L26ROY in a 1.5 cubic foot box also looks great.

A 4 layer voice coil has more wire and is heavier, adding to the drop in efficiency. You can make many adjustments with a DSP. Output, boost, delay, many things. You will probably find you need to boost the low end output on this woofer.

Would this be ok for a sealed passive box in a car?

Yes, but you will probably need to use an equalizer or bass boost to extend the low end. Using this woofer in 0.6 cubic foot sealed box without any boost will give you an F3 of about 70Hz. Using this sealed box in a vehicle with 6dB of cabin gain will get down to 30Hz. Josh for Madisound
