yes it is.. i don't think they make non-ceramic flat irons any more..

Is this dual voltage? We have 220v in Philippines...

I bought this curling iron last time; the moment I plugged in the European outlet, it fried the iron and shorted the outlet right away. My 2nd trip to Philippines, I bought this flat iron with a voltage converter and it worked perfectly fine this time.
