Will this work on a 3.5 sata drive also?

Not by itself.  The issue is that 3.5" drives require 12 volt power in addition to the 5V provided by the USB port via this adapter.  2.5" drives need only the 5V.  If you have a separate power supply available that supplies both voltages to a SATA power header, you could use that together with this adapter and a SATA extension cable (so that it doesn't block the drive's power port).

I would like to clone a 4 year old toshiba hdd with windows 8.1 os in my laptop to a new sata 2.5 samsung 860 ssd.  will this cable work for cloning?

Having used it many times for many years, I would recommend getting and using the FREE version of Macrium Reflect for cloning your hard drive. After I clone a hard drive that has had software or updates added to it onto a second external hard drive, I replace the HDD in computer with the external drive which was just made into a clone of it. When the clone is installed and works it confirms that cloning process was OK and you now have your original working and completely updated hard drive sitting there as a ready backup for any problem whatever (Windows failure, some install process failure, or even a virus that could wreck your hard drive).

By alternating HDs in the this manner (each one having the Macrium cloning software installed) you can completely protect your software and your operating system (windows) for all possible problems. This has saved me many times from Windows update and other software install or operating system failures (especially the frequent failures of Windows 10.

For the low price of a second hard drive, a $10 cable (USB 3.0 to 2.5 in. hard drive) from Sabrent or Star Tech, and the time to install FREE Macrium Reflect, you don't have any worries  from a hard drive failure, software install failure, or even a  Windows killing virus. Your emergency backup HD is always at your finger tips.

Will this provide power and transfer data for cloning hdd to new ssd on my laptop?

That is what it is designed for.  Connect to USB port on your laptop and connect the new ssd to the connector.  The software  and information on cloning should be included with your new ssd.
