where is this product made?

The product was designed by Audra Langdon in the USA but is physically made in China.

Why are we calling this beaver an otter?

The only thing that makes it look somewhat like a beaver is because they flattened the tail to support the tape. Otherwise the head and body is definitely an otter. A beaver has a broader head and different muzzle.

Does it come with tape?

No, it does not come with the tape. It does have the little spool to hold a roll of tape, though.
