I dont see vitamin c listed in ingredients list. What ingredient neutralizes the chlorine?

It advertises that it washes away chlorine. It does not say it neutralizes it. Washing it off the skin is desirable result also

If they have the capacity to grip & hold, I would think a baby could use this. Whether they could utilise with a sponge or exfoliator is really going to depend on the baby.
