What is the outside diameter of the 21mm socket? With and without the protecting sleeve if possible...

I am not sure on the actual size. However it is the same diameter as a tradition socket. It will but ohm type rims but if you have aftermarket you may have issues.

Do these sockets have any coating to protect against corrosion?

They have the usual kosmoline film however once you use them and clean then you best use them. The coat is for storage before purchase. Ifor you will use them rarely keep away from moist places.

Do these sockets protect the lug nuts from getting scratched?

Only the tops. Also the area around the lug nut if it's close clearance around the nut by the wheel itself.
