refunds, many people say that this machine arrived incomplete. If this happened, how would a refund work with return shipping included?

I bought it almost 2 years ago, the packaging crumbled upon opening and I figured I could fix it, so I never returned it. Maybe I'll machine some of the parts one day and get it working. It came complete, it just doesn't work.
