Is this the same arch support that has a 2r on the black side under spenco?

On the underside mine has a 3r and 3L. The 3 or 2 is the length size and the r & L is for right and left feet. I do like these arch supports. Have wore them for years.

Are the insoles washable?

Yes, just like your sneaker shoes. They recommend soapy water, but you can also throw them in the washing machine too.

Why does the spenco rx orthotic arch support full length insoles, men's 12-13.5, list $29.99 with $15.00/count? (if you do not know do not answer)

It is to refer that the product comes in pairs (1right + 1left), that means 2 units in one box. Some orthotic products are sold separately, just right or just let. I hope my answer helps you.
