Do these come 2 in each package?

These come in 2 packs(i.e. 2 bushings per package). I accidentally ordered 3 for my set of 45-79 dies and got a whole extra set worth of bushings.

Where does this goes to? how would it fit on my lee value turret? my turret head only have room for just the die itself to screw on.

This does not fit in the turret press. It is for one of the single presses. With the turret press you can just buy the additional metal circles (turrets.) That way you always keep the dies in the turret and don't have to adjust the dies anymore. That way you get repeatable ammo and hopefully get repeatable groups.

These bushings work well; the more often you change your dies, the more you will appreciate them. They allow for quick and accurate adjustment of the dies.

Can i use this to load my 9mm Makarov?

You can use this on your lee dies if you have ones for a 9mm Makarov. But this isn't a die by itself to reload with.
