Can the tape strip be removed easily or is it permanent?

It's very permanent on concrete which is my only experience.

Is it good for smooth concrete?

I was not a fan. It comes so rolled up that it doesn't lay flat. I tried to stick it to the concrete step and it peeled off quickly with no real wear and tear use. you might want to glue down or might work better laying flat. I used as a face of the step.

I have chip flooring in the garage. Will this stick as the chips make the concrete uneven and will it come up without ruining the floor coating?

It sticks really good to the floors of my work trailers. I would think... Yes, it might take up your chip floor.

will this work on low-pile carpet kind of like astroturf?

I wouldn't think so. I put it on a wood floor. Perhaps it could go down on something like carpet tile. Jonathan Clark
