Can I use a 4 amp battery charger to run my 12V eco-worthy submersible pump?

is it a new smart charger? if so then not without a battery. now that i think about it i believe it takes 10 amps on 12 volts to run this pump. so your 4 amp charger will not run this pump without a battery

what kind of carbon brush does it use?

To the best of my knowledge there is only one kind of carbon brush, they just come in different shapes and sizes.
