Does this actually say stainless on the packaging?

Yes, it does. I keep mine in its box - so I went to see. I like mine a lot. I’d say the only drawback is that it holds only approx 5 inch item and about 5/8 inch doesn’t get cut where it is on the prongs! Otherwise it’s wonderful, easy to clean, works well...

Nope—like most things, says “Made in China” on the box.
