This says it is 12". Will it seal a 12" bag?

12" is the size of the sealing bar. I think they might work but I never try the bag that size.

is there a warranty on this product from the company?

I can't remember now. I bought mine close to two years ago and it still works. After about a year the metal strip that is heated to seal the bags wore out. But they include two extra bands that are easy to install.
