Would this fit a plus size person?

Absolutely! I am 5’5”, 250lbs, and wear a size 3x on top and I wore it comfortably in Disney. It could easily fit someone much larger than I am.

is it truly waterproof? Has it every been tested in a downpour?

How big around is the neck when fully zipped up?

Pretty darned wide...the collar of my coat can fit inside easily, and I can pull a hood through without difficulty.

Its says Unisex, will it fit a man who is 6 foot and 270lbs?

I'm a dude and I got one for the colors. Anyway, I'm 6'3" 175ish and it fit's everywhere except the four inches of sleeve that protrudes. I'd say 6'0" 270 would be pushing it.
