Can you use the 2K clear coat over this 1K clear coat?

You probably can, but if you're going to use 2k, just buy it now.

Can this clear top coat be wet sanded with 2000 grit?

Yes, light sand and buff afterwards.

What's the difference between this and the usc 2k high gloss aerosol clear 368 0061?

The 2k is the 2 part clearcoat fast curing time, 48 hr ish short shelf life once activated by pushing bottom to mix in activator. 1k cures in about a week depending temp and humidity, shelf life long if kept in temp controlled enviroment.
