Since this is gravity fed and NOT pressurized, can the hose be cut and shortened to fit my application?

The hose has an internal ground wire with pressed on ends. It would be difficult to correctly shorten it and maintain safety rating.

can this be filled while in back of truck

We have it bolted to the back of our truck and we filled it that way.. so yes

I want to mount this on the cargo rack of my escape for long drives. Any recommendations?

If you're talking about mounting on the roof cargo rack the basic answer is YES. Crossbars have a weight limit of 150lbs, and then you would need to mount like a cargo basket which has a weight limit of 250lbs. The gas tank (full) will weight 114lbs ***noted that only 14gals can actually be used*** so you would come in with 36lbs left over.
