China, which is why I'm not buying it anymore. Cute toy idea, will try to find a USA made version. The seller does not disclose BPA FREE certificate number or any proof it's non toxic.

My four year old granddaughter can learn about the parts of the flower and learn to assemble small parts easily. She mostly uses this for pretend play. She loves this toy and the horse . She has built a wall of flowers to keep the horse enclosed.
