Ive seen in videos these came with a plastic sheet for putting behind papers but i didnt get one. Do they not come with the 48 pack?

No I don't think they come with one as mine didn't have one and I got the 48 brush tip pack.
Tbh I'm not too bothered as you can just slide a couple of sheets of plain printer paper under the page you're doing. I actually use the back covers of my monthly magazine as they're a bit more glossy and help protect from any bleed through. Saves them ending up in recycling I just pop one in the back of my colouring books when I'm done reading and it's all there and ready to go when you need it.

The other purpose of the plastic sheet is that you can put it over the top of the page you're working on and use it to try out different colours if you're unsure what colour to make an illustration's hair or shirt etc. Roughly colour over the shirt (onto the plastic) with the colours you are choosing between so you can see what it will look like in all the choices without actually colouring onto the page. When you decide just clean the plastic off with some damp paper towel and it's ready to go again. However, you can also do the exact same thing with a thin piece of clear plastic (reuse a food container lid or a plastic wallet for keeping paperwork in a ring binder folder instead of throwing them out) or you can grab packs or pads of tracing paper super cheaply on places like eBay and use those instead (which can then be recycled 😊)

Hello can these be used on clothes?

They would work on clothes but eventually wear off. 
If your wanting a pen for drawing on fabrics…stick to good old sharpies as that’s what there main function is for you can use sharpies for stone, metal, fabrics etc.
