I have a 27 inch waist. Will the small fit or will it be too big?

No, it won’t fit. Had to return the one I purchased for my girlfriend. She’s about that same size, Small was way too big.

Will this fit a sig p320 rx compact?

I have a significant 380 fits great. I think it would fit your gun just fine.
