Why do you have to blot off the excess after 2 or 3 minutes?

I’ve been using this brand and others for many years, I think it’s fine. I keep one in the car even in summer months and I’ve never noticed any change. It’s probably actually still cool when you spray. Mine are no matter what the brand.
