will these covers mount onto a regular single gand blue box, and can the be used with decora style receptacles?

Yes, it will mount to a standard single-gang blue box, and yes they work with all standard types of receptacles including decora style.

Can you use this indoor?? Outlet close to refrigerator hookup, just in case ever a leak

Yes. I use mine indoor; looks pretty neat.

Will this allow for a wired plug to be plugged inside and still be locked? I need a lockable cover that prevents a wire being unplugged when locked.

Not enough clearance. Check into a waterproof bubble cover. Those can be closed with plugs in place. Not sure about being lockable though.
