How do the clamps work? I am having a hard time using them.

You have to push them down and pull them a bit towards you at the same time so that they can unlock. After that just flip them to the right, place the paper and push and lock them back in place :)

Where can you buy another rubber band for this

water proof ? resistent

It's pressboard with a laminate finish. I think it would be water resistant for small spills, paints, wiping down with a damp cloth to clean etc. but I wouldn't submerge it in water.
