is this like a grater?

No, although it kind of looks like a grater from the pic that is posted. It files down hard callus skin but be careful using it when your skin is soft & moist (after shower) because you can easily file down skin too much oh then ... ouch 😣 it will hurt/be painful for days until you’re skin slowly repairs from the self inflected injury you unknowingly did to yourself. Notwithstanding, it does exactly what it’s supposed to do. Hope this was helpful to you.

Can you use this file with a callus gel remover?

I usually use the file after I get out of the shower but also use it on my dried foot. I have never used a gel callous remover. I imagine it depends if the ingredients could cause damage to the file.
