Currently running stan's on my mtb tires. can i top it off with the trucker sealant or do i have to clean out the old sealant first?

Clean it out. Mixing the two is a bad idea. The stans is very oily , it can prevent the new sealant from evenly coating the tire and can cause the sealant to ball up and form a stanimal.

What’s the coldest temp. this sealant will work?

I ran it all last year in my fatbike. Stored it in temp -30f. Biked in -10f a lot and never had a issue. I burped a tire in -10 and it was still liquid.

Will trucker sealant react with the stans Dart puncture repair the same way stan's does or do you need regular plugs ?

Hey. I don’t know about how big of a slice to describe but the Trucker co will seal a little larger due to the amount of solid rubber pieces it has in it compared to the Stans liquid
