Could be! I wound up returning them because it wasn't what I was looking for while hiking but for the beach or a float trip it's an expensive option. Think heavy duty Ziploc bag with a waist strap. It's that thick polyurethane material but a very simple Ziploc bag type design

Is this good to wear while surfing?

I’m not sure if it would be perfect for surfing. It has three ziplock layers and folds secure with Velcro. So it would depend on your diligence to make the seal work. The strap would be good for around your waist or sling over a shoulder.
