Can this device give readings with out a smart phone?

The Withings BPM Core won't give any measurements without syncing it with a smartphone. Users need to use the app to set up their device and do their first measurement, but the app is not required afterward. Moreover, Health Mate allows them to follow their blood pressure and share their numbers with their practitioners.

Does the data sync with the Fitbit &/or Garmin Connect apps?

Not for this. I've got one and the data from this doesn't go across. The data on ECG and heart sounds are much more detailed than the stuff you see on Garmin connect, so they wouldn't support it even if you could sync. I've also got a Withings scale and my weight does sync, but I think that's via myfitnesspal rather than directly.

Is the connector usb-c? (2023-model)

No, BPM Core uses a micro-USB port.
