Where can drill bits be purchased to fill drawers?

There are a number of sources for these bits, but first you should answer a couple of question for yourself.  How much quality do you want, and how many bits to you plan to have in storage.  If you want high quality American made bits I would go to McMaster Carr,   https://www.mcmaster.com/.  Here you will get the highest quality and reliability but that comes at a higher price.  Another advantage to McMaster Carr is that you can order one bit and they will ship you one bit.  On many sites that sell Chinese tools you'll be required (in the smaller sizes especially) to buy an entire envelope of bits, typically 5 or 10 per envelope at a good bit lower price than the American bits at McMaster.  A good example of the lower priced vendors would be Travers  https://www.travers.com  a pretty good supplier but many of their tools are Chinese or Indian.  These lower quality tools will work fine for most casual work but if you're doing precision work or working with exotic materials I'd stick with McMaster.  One other issue, McMaster has excellent customer support and product experts that you can talk with regarding products.  I've purchased many many things from McMaster over the past 30+ years and have NEVER seen a single error of any kind from them!  McMaster is the gold standard in their field. The label looks like it is made out of either a hard plastic or measuring tape material. It does look like you can take it off fairly easily or place your labels over it.Thanks
