Does this item fold for storage?

This chair does NOT fold. You can easily dissemble, but not just fold it up and go. The directions also do not give instruction to fold it up. I would return this but will not because it looks like a very good toilet riser, just wish it did for for travel.

How high above the seat are the hand rails?

The hand rails are adjustable and can be positioned at the height and level you desire.
