Does this do ramp-rate control?

Will this power 12 volt lamps that total 7 amps? I am using them to heat an incubator.

This will form the basis for the control. The solid state relay that is listed has a 24V -200+ volt output switch for AC power. If you are using a DC (Battery) to supply the lights it won't work directly. Replacing the output relay with one that can handle 12 V will allow it to work. You could power the powersupply for the bulbs through this relay but the response will be delayed and your PID would be hard to program.

Do I need to auto-tune after a power failure?

No, but if you want to you can. It will maintain the temp you had it set at.
