Yes that motherboard has a standard pcie slot, however the CPU that is compatible with a 990fx chipset would be a considerable system bottleneck.

When will these be back in stock

There is a shortage on GPUs and many work from home companies have bought up everything and purchasing everything that is sold direct from manufacturers when it comes available. The only fix for this is for everyone to only buy from manufacturer and stop paying 3 times to 10 times the original cost from these work from home companies.

This is a very tall gpu. Barely fit in full size case. I am not sure on the width of the case you currently have, so I am only relating my personal experience.

how do you turn on the fans?

The fans will turn on when the temperature of the card gets higher. If you want to directly control the speed of the fans visit the Asus website and download the software.
