Is this tape good for rower's blisters? after or prevention? 15 yr old is competitive rower and gets nasty blisters - thanks!

This tape is really strong, and used often (as in my case) to support your bone structure and keep everything firmly in place. I would NOT put this over an area with an existing blister, as for some this tape actually pulls some skin off with it when removed! If anything, you could put it on to prevent blisters, as it does stay firmly in place once applied.

If it is not recommended to put this tape directly on the skin and to put another layer under it, then to what does this tape adhere?

How safe is this to use on developing hot spots? At what point would you not?

As a former member of the military, and to answer your question directly, I do not think there would be any safety related issues using this tape to control hot spots/friction points. That said, I would recommend you use this tape (or any comparable tape), prior to the event that may bring about hot spots. That is what I would typically do. Hope all of this helps and makes sense.

Is leukotape the same as leukoplast

No, I use Leukoplast to wrap my foot before applying Leokotape. After 4 or 5 years of using both, I have been totally satisfied.
