Will the 20" cover fit a carryon suitcase?

Yes. It fit my 22” soft American Tourister carryon. You can also measure your suitcase to make sure. Each luggage is different.

The case measurements are 22.7" x 14.7" x 9.6", will the 24" be too large?

I don't think so, you have to have a little room, you don't want it to be skin tight. I just use the cover for storage, I plan to take my small bag on the plane with or without the cover

What is the thickness of pvc material ( in mm)?

Not sure of the exact thickness but it is thick enough to not be easily torn. Seems adequate. Only issue I have is that even on my large bag the cover is a little too long so that it drags a bit and catches on the wheels. I purchased a colored bag strap to fasten/tighten it up.
