Does this holder have rubber or some other material around the base[next to the floor]?

It is a black rubber ring running around the base.

Does this holder have a cup inside to catch dripping water?

Yes. It's just a little plastic cup on the inside.

Does the brush stay out of any water that accumulates in the holder?

There is a plastic cup in the holder that I like that keeps the water separate from the metal. Brush stays out a little but you can empty it easily..

Bought a couple, but can't find replacement brushes for it, surely there are say $2.99 at most??

Just buy a cheap toilet brush/ holder at walmart and use the brush for your replacement.
