Does this adhere very well to cylindrical powder coating?

This will absolutely adhere to nothing. Not metal or plastic or any shape. This stuff sucks

How many reflective tapes are there in the package?

Dear customer, there are 2 rolls of 2" x 100′Seven Sparta reflective tape in the package.

It is supposed to be but it did not hold up at all.

Is there some secret to activating the adhesive backing? Mine just barely wants to stick. The wind actually blew off my test piece?

The backing peals off. I had to use my knife and gently slide it between the clear edge and the sticky backing right at a corner. The backing which peals off is itself clear. I clean th surface real well and had no trouble with it sticking to trailers farm equipment etc.
