How do you turn it on?

the unit is connected when it is in the cradle. To turn "ON" hit the set button, then select what setting you want. Allow a couple of minutes when you first turn on the unit at the high range.. If the3 iron gets cool during a long ironing session, just put it back in the cradle for a couple of minutes. When done you can hit the auto shut off on the side of the iron or hit the SET button and turn off.

What is the difference between this and the WL600?

This one, the WL-607 has a ceramic soleplate, the WL-600 has stainless steel.

Is this iron 220 volts
