What about outdoor use? Is it water / rust resistant?

No problems with rust or corrosion on this rotational device. We used outdoors for about three months now. Still looks brand new and works great!

What is the weight limit on this device?

Does it matter which way the swivel is oriented? What I mean is does it matter which ring the working load is attached to?

No it does not matter which way you use it. This particular one the red can be the loaded ring or blue can be, solely up to you. And there are no markings to state otherwise nor any literature that I have seen. It does rotate very smoothly both directions, oriented with red or blue on top while I am hanging from it (roughly 200 lbs.)

Will a standard Carabiner fit through the holes on this swivel? I want to connect a carabiner thought the swivel and then connect to my dog harness

This will absolutely fit a standard carabiner. It's designed for climbing. I use carabiners in them all the time.
