What is the length of each shelf separately and how do you make one higher than the other

The two units are different sizes, one higher than the other. The dimensions are shown in the listing: Larger: 11.7”L x 7.6”W x 6.1”H; Smaller: 11.7”L x 7.3”W x 5.4”H. The smaller one will fit under the larger one if desired.

What is the formaldehyde level of this shelf?

There is no formaldehyde applied in this shelf. This item has passed the relevant safety tests, and you can use this product without any worries.

Would this work to elevate my cats food dish?

Yes, but you may want to put a mat between the wood and the dishes as the bamboo might warp/split if wet. I would also double check the height because I know it would be a bit high for my cat....but maybe you have a tall cat!
