Is each bag individually wrapped? Looking to give these as return gifts for at kids birthday party.

No they're not wrapped. They look just like regular thin fabric backpack.

They show toddlers holding the bags in photos but list the recommended age as 13 and up? How odd.

They are good for all ages... had one on myself... a little snug on my but fit my 13 year old who is 196 lbs just fine. They also loved them... highly recommend purchasing them.
