The directions on the container do not specify, it only states: Rub desired amount in hands and distribute evenly to hair. Do not rinse out." I personally use it either way, after towel drying shampooed hair and with dry hair too.

Since the label does not state it's Sulfate free, my guess it is not. But I love the product. It's worth trying.
