Can you attach a streamer tail to the eagle kite? Where and how to put said tail on the kite without damage?

Yes I believe you can attach it to the back side . That's where all the framing is. I don't think it would damage it at all! That's a great idea.

can this eagle kite be flown from a flag pole=45* ?

good idea if you have strong wind enough. I can only fly it at the par or beach with strong wind.

Does it come with those streamers?

Yes. This kite was awesome. It’s huge and can be seen from a few blocks away...my family knew where to find us on the beach by following the kite in the air. The string is extra long to. Held up great in the strong wind.
