What is the material of ball seats and stem seal? (Are they white (Teflon) or black (rubber)?)

The output shank is clearly smaller diameter than the 3" shank from the water heater, and has a bend, so it seems like this could clog?

Both end are 3/4", the water heater end has pipe threads and the discharge end has hose threads. Although there is an angle on this valve there is a full port ball valve, this thing is amazingly better than any stock valve you would find on any brand of water heater. I don't think this valve would have any issues clogging as long as you do the maintenance needed. Where I live we have extremely hard water so I flush about 20 gallons out about every 4 months or so, this keeps my 11 year old tank from making any rumbling noises.

Will this replace a broken drain valve on model eljf-50-j202172000?

Yes, the drain valve size (3/4") is pretty much standard across all water heaters. Just make sure that you have clearance for the ball valves handle to swing 90 degrees when you open and close it. Note that it will probably stick out farther than your OEM drain valve due to the 3" long shank, so you'll need to ensure that won't be a problem in your set up.

How can this be advertised as lead free when the packaging has a lead warning?

Because of the regulations in California just about everything has a Proposition 65 warning label on it, because they don't know if the product is going to be sold in California. It's not just about lead.
