Why when I spin the handle it stops instead of continuing spinning? It is suppose to let line out fast. If it stops that means it stops letting line.

Well the way i read this if you are using the handle to let line out you must do this in reverse mode. the handle is for reeling in line or fishing on the bottom you can reverse the handle to let line out. But you must use a heaver weight

Is it a left handed reel???

The handle can be changed to either left or right hand retrieve. Like any hex shaft handle setup you have to keep aware that the retaining screw part on the opposite side has a natural tendency to loosen up over time. Still a decent reel for the money.

I was using it to slow retrieve and it wasn't smooth or fluid, it kept stuttering. Anything i can do to make it more smooth? (first time usage)

Sounds like something is wrong with either the oscillating gear/slide or the meshing of the drive gear and oscillator gear. However I encountered the same problem with a lesser quality reel and it was a slightly bent main shafts the spool goes up and down on. It's a new reel, make a warranty/return claim. The 2 reels I have from this manufacturer are fine after some heavy usage.
