Is cider vinegar a remedy for a pet ?? Any liquid will run through the filter, but I don't know if there is a chemical reaction with the charcoal granules. You don't have to use the filter for this pet fountain to work. Good luck with whatever you're trying to do.

I just received these and They are not wrapped in any kind of plastic wrap for protection and charcoal all over the inside of the box is this normal?

Yes. They are packed pretty tightly into the box. The charcoal normally coats the plastic they would come in otherwise. And it is recommended you run water through the filter to wash out the excess charcoal (although I don't know that it makes much of a difference other than color). But, to answer your question, you did not receive an pre-opened package; they do come just boxed, without plastic wrap.

do these filters filter out chlorine from tap water?

I am not sure, as I am well water and it is not chlorinated.
