Is the bottom and top of the skylight equivalent in dimensions? The bottom measures 9.5 inches. Will this fit?

The diameter across the bottom of the dome is 11" so I think it would be too big for your application. ODL domes only fit on ODL branded tubular skylights.

How bright is this compared to the clear lense ones?

The Clear one is made of Acrylic and the Severe Weather is made of Polycarbonate. They both should be as bright as the other. The Severe Weather does have a Bronze tint, but should not distract the brightness. Marcia / ODL

Will this replacement dome fit on a velux model thr 010, 10" sun tunnel?

No, every manufacturer uses slightly different diameter's for their tubular skylights. This will only fit on an ODL brand tubular skylight.
