Is there a lip on the top that will prevent me from mounting it lower on the corner of my dock?

Yes there is an upper lip all the way around the top so it Hass to be mounted at the top of the corner you can choose to mount it lower

Can you use structural adhesive to attach to concrete bulkhead?

It might not stay very long. Check with the manufacturer what adhesives will work with the plastic casing. I think the shock from impact will break the adhesive from the concrete and the plastic.

Is this suitable for protecting my 33’ full keel sailboat?

I don’t think so. I am very disappointed in it and it is already crushed

How far is the center of the mounting holes from the top?

The center mounting hole is approximately 3 inches from top or bottom! The the other two mounting holes on either side of the center one is about 2 3/4 inches!
