Yes, this comes with a cap that will fit multiple sizes, 2"x3", 3"x4", 3" round and 4" round. It has perforated cutouts.

Q: Is the screen on the leaf eater fine enough to filter mosquitos or do I need to install additional screening as the water enters the tank?

The Leaf Eater filters are designed to prevent vectoring (passage of mosquitos capable of flying) and they meet the Australian standards for vectoring.

Q: Is this leaf eater ultra better than the leaf eater advance that comes without the plastic comb looking thing? how else is it different?

It looks better, since it has the cover. I don't think it works any better. I put Leafeater Advanced on my home.
