1.) What is the maximum height of the base as you slide under a chair 2.) Is the base width of 35" an internal or external dimension

I dont understand the answer to question number 2. Is the base width of 35" and internal measurement or an external measurement between the wheels. Trying to be sure it will fit around the recliner . (Dont understand they answer of 29)

How big are the casters?

The front casters are 3” and the rear are 4”.

Would this work for patient who is 4'10" tall?

Yes, it would as long as they have good upper body strength and are able to pull themselves up with the bar. I myself am 4"11 and it fits me just fine. The thing I was concerned about was if the Butt Cheek Flaps are low enough for someone this height and they are. The person in our household that I use it with is over 6' and it also works for him as well.
