Is the seat adjustable for different leg lengths?

Yes. It has three positions, its as simple as removing a screw, adjusting the seat and putting the screw back. Simple! I'd say it really fits kids age 2ish-5ish, although my older son used it well past age 6.

Has anyone come up to a solution for the chain falling off constantly?

Mine doset fall off had to really push very hard on the pedal panels that put the tension on the chain took 2 of us one on each side
