Would you have some recommended sma male connectors for this rg400 cable ?

Well in my case I use SILVER 259 connectors because they work the best and also the SILVER reducers. If you buy the 259's Don't come with the reducers so you'll have to search them too.

what is power handling at ham hf freq?

I generally only use RG400 for building short jumpers, RF chokes and baluns. I've run 5KW through these with no problem, but I'm not certain about the exact specification. I started using this after disassembling a DXE 5KW balun and saw that it is what they used.

What is the velocity factor of this coaxial cable?

I'm not certain for this manufacturer, but almost all RG400 is around 70% (±0.5%). I typically only use this for building indoor RF chokes, baluns and short jumpers. It will handle 5KW with no problem and is great for minimizing RFI.
