Does it come with paddles?

No but perception makes a paddle for this kayak I got mine for $99.00 I went the cheap way and got a Walmart paddle didn't even last the summer before it snapped

Are you able to mount a small electric motor to to the back-plate where the handle is?

The Outlaw was designed to allow DIY enthusiasts the ability to customize the kayak to suit their needs. We have seen Outlaw owners mount trolling motors to the stern of this model. There is also an active Facebook Group called "Perception Fishing Kayaks Owner’s Page" where owners swap ideas for customization. It includes some photos of Outlaws that have been outfitted with trolling motors.

Does this come with silent traction pads, or is that extra?

It comes with the silent traction pads installed.

What is the white plug for under the seat?

That is a a plug that is part of the rotomolding process. It is installed during the assembly process and is a permanent part of the kayak.
